Seychelles is repositioning itself in the global cruise market with a long-term strategy designed to balance growth with sustainability.

The island nation has unveiled its Cruise Tourism Strategy for 2026 to 2033, developed in collaboration with the United Nations Economic Commission for Africa after a two-year consultation process.

The plan aims to transform Seychelles into a high-value cruise destination while addressing long-standing concerns around environmental impact and revenue leakage.

Economic Potential and Growth Projections

At the core of the strategy is a data-driven assessment of the sector economic potential. Analysis shows that cruise tourism could contribute about 531 million dollars directly to GDP between 2026 and 2033, with total economic impact rising to over 1.2 billion dollars when multiplier effects are included.

These projections underline the importance of cruise tourism to Seychelles, where tourism already plays a dominant role in the national economy.

Balancing Growth with Environmental Concerns

Despite the growth outlook, the strategy acknowledges critical challenges. Environmental pressure on marine ecosystems, infrastructure strain, and overcrowding remain real risks.

Findings show that only a limited share of cruise passenger spending currently stays within the local economy.

This has prompted calls for stronger local participation and better integration of small businesses into the tourism value chain.

Government Perspective and Policy Direction

Speaking on the strategy direction, Principal Secretary for Tourism Sherin Francis said:

We have spent the last two years taking a closer look at the cruise sector to fully understand both its benefits and its costs.

She added:

The key message is that Seychelles stands to benefit even more if we organise ourselves better and ensure more value is retained within the economy.

These remarks reflect a policy shift toward structured and inclusive tourism development.

Key Priorities for Implementation

To deliver on its goals, the strategy outlines several priority actions. These include upgrading port infrastructure, strengthening environmental safeguards, improving tourism data systems, and increasing the role of local businesses in cruise related services.

The focus is not just on attracting more ships, but on ensuring that each visit generates measurable economic value for communities.
