Liberia is targeting a tourism boom through special economic zones and SME empowerment in 2026.
Liberia National Tourism Authority head Princess Eva Cooper delivered a passionate appeal at a high-level dialogue organised by the Liberia Special Economic Zone Authority, calling on policymakers, investors, and development partners to prioritise SMEs within tourism and hospitality.

Liberia is now positioning itself as West Africa’s next major tourism destination backed by policy, infrastructure, and a clear vision.

Why Liberia Is Betting on Special Economic Zones for Tourism Growth
Cooper described tourism as Liberia’s defining natural advantage.
“Tourism is our comparative advantage. We have the sun, the beaches, the biodiversity, the surf, and the rich cultural heritage in West Africa. What we lack is the infrastructure to package these assets and deliver them to the world.”
Additionally, she outlined four pillars through which Liberia tourism special economic zones will empower SMEs.
First, centralised infrastructure gives small businesses access to reliable utilities and modern shared facilities.
Second, improved market access connects local production to distribution channels.
Third, SEZ membership makes SMEs more attractive to lenders. Fourth, enhanced training and quality assurance raise service standards across the hospitality sector. Cooper said this economic zone is an unparalleled driver for change.
“The Liberia Special Economic Zone is transforming government policy into a tangible tool for your success. We see these zones not as enclaves for foreign capital alone, but as launchpads for local enterprise.”
What the Roberts International Airport SEZ Means for Liberia Tourism
The most ambitious component of Liberia’s tourism special economic zones SME strategy is the proposed Roberts International Airport Special Economic Zone.
Cooper painted a vivid picture of its potential.
“Just imagine a visitor arriving at RIA and moving directly into a Liberian hotel at the airport, dining on meals prepared by our local chefs, visiting artisan villages, and purchasing Liberian-made souvenirs before departure. This is not a dream. This is the vision of an airport city and it is within our grasp.”
Liberia stands at a pivotal moment to transform its tourism sector into a cornerstone of national development and regional leadership by investing in infrastructure, security, workforce development, and marketing.
Additionally, the Roberts SEZ would create a fully integrated tourism and trade corridor connecting air arrivals directly to Liberian-owned hospitality, retail, and cultural enterprises.
